Certification & Legalization
The Chamber legalizes and certifies documents for the shipment of goods to and from the Arab World — both commercial and legal documentation.
Commercial documents
- Certificates of Origin and Commercial Invoices — signed by an authorized person or agent and notarized by a local notary public;
- Invoices must carry six-digit Harmonized System (HS) codes;
- Same-day processing available for properly completed documents.
Legal documents
Powers of attorney, trade marks, free-sale certificates, agency and sole-distributorship agreements, translations, real-estate documents, employment letters, bid and tender letters, and corporate registration documentation.

Cash and company cheques accepted; personal cheques are not. The full legalization chain runs: notary public → country clerk → government authentication → certification by the Chamber → legalization by the relevant embassy or consulate.
Islamic Finance
Islamic banking operates consistently with the principles of Islamic law (Shariah): prohibiting riba (interest), gharar (incomplete disclosure) and speculative trading, and favouring profit-sharing partnership structures such as Murabahah, Musharakah, Ijarah and Sukuk. Takaful provides a Shariah-compliant, risk-pooling alternative to conventional insurance, and Islamic equity funds are among the fastest-growing sectors of the market.
With worldwide Islamic capital exceeding US$1 trillion, the Chamber positions Hong Kong and Greater China as the natural strategic hub for this market — through education at the Institute of Islamic Studies, certification by the Shariah Advisory Council and benchmarks like the HK Islamic Index.
Shariah compliance certification
Compliance does not require legislative change — it is demonstrated adherence to Islamic financial principles. Services include screening of financial transactions, investment-fund screening, equity-fund structuring, product development, annual audits and coordination. Compliance certificates are issued by the Shariah Advisory Council and may receive fatwa endorsement where required.
Petroleum desk
A reference service on the petroleum economy of the Arab World — crude classifications and benchmarks (Brent, WTI, Dubai), recovery methods, pricing dynamics and the industry's environmental dimensions — supporting members active in energy trade with the region.
